Senior Programme Officer (Urban Planner)

•Develop  Terms of Reference, technical specifications, budget breakdown for the preparation of General Local Plans linked with Medium Term Budget  in 3-5 LGU-s 

•Prepare tender documents and support the tender commission/international expert to implement the procedures to procure consultancy services related to the abovementioned services according to Albanian Legal Frame Work and best international practices.

•Support legal team to prepare the draft contracts with the successful bidders.  

•Legal, administrative, oversight and financial management of the contracts. 

•Facilitate and coordinate relation between beneficiary LGU-s and selected companies to support the development of General Local Plans linked with Medium Term Budget

•Coordinate and support the meeting of Technical Project Committee and facilitate relation with national authorities namely: national Agency for Territorial Development, Ministry of Urban Development and Local Government Units.

•Assures the quality of delivered product based on technical specifications, agreements and good national and international practices as well as the recommendations of Technical project Committee.

•Support capacity development initiatives and capitalize learning’s which serve to improve policies related to General Local Plans linked with Medium term Budgets. 

•Co-organization of related capacity development activities, exposures and study tours; Facilitation of workshops, seminars, trainings.

•Assist revision of already developed capacity development tools for training delivery in the sphere of strategic planning and medium term budget linked with territorial development.

•Leasing and lobbying with key stakeholders and actors. Able to capitalize the programme impact on the areas of social inclusion and gender mainstream, good governance.

Additional Tasks:

•Develop a practice of involvement of the diaspora contribution through participation in the preparation of the General Local Plans possibly Medium Term Budget.

•Develop with service providers best cases of public participation and contribution of the preparation of the GLP-s.
