Tasks and Responsibilities


Under the direct supervision of the Head of Security Cooperation Department, the Law Enforcement Development Officer is responsible for liaising with all local Albanian law enforcement officials to offer strategic and tactical law enforcement advice/assistance and performs the following specific responsibilities:


  1. Carries out needs assessment programmes to ascertain local law Enforcement requirements and then assists in developing and implementing strategies in line with international standards;

  2. Sets priorities and develops with others, policy guidelines for all Presence related law enforcement development activities;

  3. Provides reports on relevant policing matters to the Head of the Department;

  4. Liaises with other Missions and other relevant partners on law enforcement issues as required;

  5. Develops close working partnerships with senior representatives from: the Ministry of the Interior Affairs, local law enforcement; international police missions and the wider international community and NGOs in order to co-ordinate police assistance and development programmes;

  6. Ensures that Law Enforcement accountability and gender aspects are included in the advice offered and projects developed within the Law Enforcement Development programme;

  7. Performs other related duties as assigned.

Albania: Key Expert (team leader) on EU pre-accession process and civil society sector



Bird is currently looking for a Key Expert (team leader) on EU pre-accession process and civil society sector for evaluating the capacities of the CSOs and propose the instruments to further increase the participation of the CSOs in decision making especially in the European integration process.


Profile and expertise required:
3.2.1 Key Expert (team leader) on the EU pre-accession process requirements and the involvement of the Civil Society in this process. The team leader will have the overall coordination of the assignment and together with the other key expert will carry out the tasks defined in “Requested Services” section.


  • Education:
    • Master degree in law, public management, or any other relevant area for the project.
    • Computer literacy.

  • Experience:
    At least 6 years of experience on the EU pre-accession process requirements and the involvement of the Civil Society in this process, more specifically.

Angola: MSF- SPAIN is looking for a Head of Mission



Main Purpose


Is responsible for MSF operational response in the Country/Mission. Defines the mission operational strategy in collaboration with the Operational cell. Leads plans and coordinates MSF programs in the mission, including identification of new humanitarian challenges. Represents and defends MSF’s interests before third parties, according to the organization’s charter, policies, and ethics as well as international and national laws and regulations, in order to develop and effectively implement all the programmes and projects in the mission.


Accountabilities


Be responsible for representing MSF at national level and defending its interests before local authorities, other NGO’s or international institutions, local donors, military organizations, other MSF sections, other humanitarian organizations and media, to guarantee an active positioning and a good public image.


  • Is responsible for negotiating/facilitating collaborations and agreements between MSF and local authorities, donors and institutions.

  • Is responsible for developing and integrating an internal and external communication policy for the mission, performing external communication actions to media when required.

  • Is responsible for monitoring the political, humanitarian and health situation of the country.

Is responsible for monitoring and analyzing the political, humanitarian issues at stake, and health situation across the country and surrounding countries through established contacts with key persons/institutions and carrying out exploratory missions in order to identify potential fields of intervention.


  • Is accountable for properly studying data collected from the field, detecting population’s needs.

  • Is responsible for analyzing the context (and the consequences of an intervention of MSF, evaluating risks and constraints, and setting priorities.

  • Is responsible for drawing-up project proposals and provide response to emergencies taking into account the points above and submitting them to Headquarters for approval.

  • Is responsible to produce, together with teams in the projects, and submit all requested operational reports, and ensures keeping them properly filed and updated.

  • Is responsible to conduct an active and permanent follow up of potential emergencies in the Country/Mission.

Be accountable and supervise the implementation of projects and programs and evaluate their evolution, final results and achievements to ensure that organization’s technical and ethical standards are followed and objectives are achieved.


  • Is responsible for leading, briefing/debriefing, providing coaching, evaluating, identifying training needs and supporting the coordination team and project coordinators.

  • Is accountable for the progress made and submits reorientation strategies to Headquarters when necessary.

  • Is accountable for ensuring a proper control of financial indicators and mission budget.

  • Is responsible for ensuring coordination of actions with other MSF sections in the mission-country/region.

Be accountable for the proper plan, size, and coordination of all resources (human, material and financial) needed in the mission in order to enhance overall performance of the mission and the projects carried out.


  • Is accountable for a proper implementation of HR management policies by HRCo and cell based HR referent, according to vision, policies and values.

  • Is responsible for the coordination of the Mission Coordination Team (MCT)

  • Is accountable to ensure that all technical responsible within the CMT grant a proper organization of needs, working schedules and decision making processes.

  • Is accountable to ensure that HRCo grants the well being of teams (appropriate living conditions, good general health status, stress levels, conditions, etc.) and ensures appropriate conducts and behaviors.

Be accountable for ensuring that FinCo coordinates an active search of local funds while controlling expenditures, budgeting and purchases.


Be accountable for supervising a rational use of means and resources to carry out projects and programs.


Be responsible to ensure information flow and reporting to Headquarters.


Be responsible to define and ensure implementation of mission’s security policies and protocols, aligned to global MSF policy, to ensure safety of staff across the mission. In this sense, the Head of Mission has the ultimate responsibility of all security aspects of the mission.


  • Is responsible for analyzing external risks and threats to staff security.

  • Is responsible for keeping staff and headquarters informed and updated of events and issues related to this matter.

  • Is accountable for ensuring involvement, motivation and monitoring of staff on security practices.

Requirements:


Education


· University degree. Particularly in medicine, public health or paramedical or the field of international relations is a plus.


· For OCBA: Desirable degree in project management or HR management. Experience · At least two years in management positions in humanitarian aid.

Angola: MSF-SPAIN is looking for a MEDICAL COORDINATOR



Main Purpose


Plan, design, lead, coach and coordinate the implementation of the overall medical content, strategies, activities and resources in the missions in order to facilitate the delivery of quality medical care for patients and their communities as well as to improve population health condition, its humanitarian living conditions and disease prevention. Guarantee the appropriate implementation and management of medical aspects of MSF projects in the mission, ensuring the achievement of the objective set. This will be done in close collaboration with the Head of Mission, the Medical Department and other local authorities and following the corporate MSF ethos and values, health policies, protocols, and operational plan; and monitoring medical and humanitarian situation in the country..


Accountabilities


Be responsible to define, monitor and update the medical content of the MSF country policy, annual plan and budget, by scanning health needs through exploratory missions and implementation of health information system, elaborating, monitoring and reviewing project proposals, determining, necessary resources in order to cover medical and humanitarian needs of the population at risk. This will be done ensuring linkage with the community, its proximity by safe-guarding medical ethics and the quality of medical programming (ie. Relevance, effectiveness, safety, accessibility and appropriateness of MSF’s medical interventions, as well as “best practices” clinical management of patients.).


Be accountable to ensure that the objectives and goals set in the Mission’s annual plan, CPP and project plans in regards to the medical activities carried out by MSF are achieved.


In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission to ensure the implementation of medical activities in the mission.


Be responsible to define and size other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols in order to efficiently achieve the medical objectives in the mission.


Be responsible to coach, and directly support project coordinators and medical teams in the implementation of the medical activities, translating the MSF health policy and identified health needs into project objectives and activities in order to ensure high quality health assistance to population and that mission medical objectives are achieved.


Be responsible to evaluate medical team through regular appraisals and detect training and developing needs in order to manage talent and increase medical staff contribution.


Be responsible for the Mission’s Health Policy and Medical Repatriation Policy. Together with the HR Coordinator, define, update and implement an appropriate health policy framework, including medical insurance and social packages, for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.


Be responsible for preparation of all medical orders in collaboration with Logistics Department, ensuring they are done according to guidelines and on time, and ensuring fulfillment of all procurement policies adhered to.


Be responsible for the submission of all local medical purchase requests to HQ.


Be accountable for and supervise the medical technical aspects and, in coordination with the Logistics Coordinator, the material aspects of the programmes (quality of drugs, safety and quality of health care facilities, consumptions, etc.) through regular field visits as well as analyze difficulties during the implementation (on district, provincial and national level) and report deviations as they appear (amongst the local authorities, the capital coordination team, field project teams and headquarters), in order to proactively provide the necessary solutions and achieve operational results.


Be responsible to promote communication, exchanging information and active participation of all medical staff in the mission’s development as well as remind and underline MSF values and philosophy to improve team motivation and engagement.


Be responsible to monitor the psychological status of all Mission’s staff, and suggests solutions to help improve mental health related issues.


Be accountable for the proper management of the pharmacy in the Mission, including projects.


Be responsible to ensure security related to medical issues (Bio-security, universal precautions and health and safety in the workplace) is guaranteed to the highest possible level, by implementing all MSF policies, protocols and procedures (i.e. Use of condoms, needle accidents, etc.)


Be responsible and supervise all medical team at capital level.


Be responsible for the Medical Library of the Mission, informs the medical field staff of all material available, and keeps all medical documents updated in the database.


Represent MSF before local medical authorities and keep regular contact with other counterparts in the mission (such as other NGO’s, local and international organizations, donors, civil and military authorities and other MSF sections in the country) in order to broaden the medical-humanitarian situation analysis, strengthen the impact of the medical intervention and support advocacy actions to raise humanitarian awareness.


Be responsible to contribute to the proper induction of all staff, ensuring that medical briefings and debriefings are done to all MSF staff.

Angola: Country Representative



The Country Representative will lead a United States Government (USG)-funded project focused on the implementation and monitoring of a portfolio of comprehensive HIV care and treatment services for children and adults at selected clinics in and around Luanda, Angola. The incumbent is responsible for the strategic leadership and direction of the project including the management of all technical, programmatic and operational aspects and she/he ensures optimal use of human, financial and physical resources. The incumbent has supervisory responsibility for all project-related staff hired in-country. As the lead representative of ICAP in Angola, the Country Representative will develop and maintain a collaborative working relationship with the Government of Angola (GOA), and will effectively represent the project and the organization to the government, donors and other implementing partners.


This position is grant funded.


Major Accountabilities


  • Provide strategic leadership in the design and implementation of the project, including oversight for project planning, monitoring, and evaluation

  • Ensure optimal use of human, financial, and physical resources to successfully meet project milestones and technical quality standards, and achieve project objectives and targets

  • Provide leadership in the development and execution of technical strategies according to ICAP’s technical framework and standards and donor requirements

  • Oversee and coordinate the annual planning and budgeting process according to ICAP and donor requirements

  • Ensure mechanisms are in place to monitor project implementation, including progress toward achieving objectives and targets

  • Develop timely and high quality project reports according to ICAP and donor requirements

  • Provide oversight to all finance and administrative services to ensure effective and efficient operations and administrative support to the project in accordance with ICAP standard operating procedures, Columbia University and donor policies and regulations, and local policies and laws

  • Oversee the development, management and monitoring of project budgets

  • Ensure grants management systems are in place to effectively respond to donor requirements

  • Develop and strengthen relationships with national and local government officials, and local organizations in designing, implementing and monitoring relevant policies, programs, and activities

  • Ensure regular and clear communication with GOA, donors, partners and ICAP headquarters

  • Ensure documentation and dissemination of best practices, innovations and lessons learned

  • Oversee human resource development and management

  • Supervise, coach and mentor in-country staff

Education


  • MD, PhD, or other relevant advanced degree

Experience, Skills & Minimum Required Qualifications


  • At least 8 years of experience managing large public health projects with at least 5 years of experience in managing health projects in resource limited settings

  • Experience in HIV/AIDS program development, implementation and monitoring in resource-limited settings

  • Demonstrated knowledge of technical content relevant to the projects in the country portfolio

  • Proven record of leading donor-funded projects, which consistently meet objectives and targets

  • Experience working with funding from the U.S. government (USG) or other bilateral donors

  • Demonstrated knowledge of rules and regulations common to USG funding and funding from other bilateral donors

  • Outstanding communication, diplomacy, conflict management and interpersonal skills

  • Excellent oral and written skills and fluency in both English and Portuguese

  • Demonstrated ability to identify, analyze and resolve problems, constraints and issues relevant to project performance
