General Minimum Requirements
The general minimum requirements for working with the OSCE are:
· Excellent physical condition
· Possession of a valid automobile driving license and ability to drive using manual transmission
· Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
· Graduation from a recognized police training school
· Negotiating and interpersonal skills
· Ability to read and utilise maps
· Ability to perform first aid
· Regular, active police service experience
· Very good oral and written English communication skills
· Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses in relevant field and specialized subject area
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
· Extensive experience in the areas/s of Intelligence Management, Serious and Organised Crime
· Experience in project management, planning and strategic development, including evaluation of effectiveness, audit and review
· Excellent drafting and analytical skills
· Experience from a command or management operational position in a national police environment
· Professional fluency in the English language, both oral and written
· Excellent communication skills
· Flexibility and ability to work under pressure and with limited time frames
· Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse views, while maintaining impartiality and objectivity
· Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
· Ability to operate Windows applications including word-processing and e-mail
Desirable:
· Prior international policing experience in the areas of border management, training and development
· Experience in working with non-governmental organizations and agencies
· Knowledge of regional political developments and the legislative and police reform issues in Albania
Tasks and Responsibilities
Under the direct supervision of the Head of Security Cooperation Department, the Law Enforcement Development Officer is responsible for liaising with all local Albanian law enforcement officials to offer strategic and tactical law enforcement advice/assistance and performs the following specific responsibilities:
- Carries out needs assessment programmes to ascertain local law Enforcement requirements and then assists in developing and implementing strategies in line with international standards;
- Sets priorities and develops with others, policy guidelines for all Presence related law enforcement development activities;
- Provides reports on relevant policing matters to the Head of the Department;
- Liaises with other Missions and other relevant partners on law enforcement issues as required;
- Develops close working partnerships with senior representatives from: the Ministry of the Interior Affairs, local law enforcement; international police missions and the wider international community and NGOs in order to co-ordinate police assistance and development programmes;
- Ensures that Law Enforcement accountability and gender aspects are included in the advice offered and projects developed within the Law Enforcement Development programme;
- Performs other related duties as assigned.
